We propose to stop illegal robocalls to all phones connected to the public land and mobile networks through technology surrounding Caller ID. Calls with valid Caller IDs are put through. Legal calls, including legal robocalls, will all have valid Caller IDs and so will complete normally. Calls with invalid IDs, including illegal robocalls, will be blocked. Illegal robocalls with valid IDs can be reported and traced back to the caller, and the caller prosecuted.
