Robocall Call Block feature/app
A national Robocall database is created where users can submit the phone numbers used for robocalls. After a threshold is reached for an offending number, that number is flagged and designated as a Robocall number. Numbers that are on a National "OK" list (i.e. registered numbers by companies, political parties, etc...) will never be disignated as a Robocall number.
Implementation: Service providers/carriers would run calls up against the database. If a number is flagged in the Robocall database, the caller is routed to an automated message stating the call cannot be completed.

The question that remains is, given the whitelist-oriented solution proposed, what is to stop Robocallers from spoofing "known good numbers" in order to pass their own calls?
