“Please enter the first 3 letters of the recipients last name.”
The owner (of the phone number) can elect to activate this feature on their phone. If activated, the caller must enter the 3-digit alpha-numeric code to complete the call. The default selection is the first 3 letters of the recipient-owners last name. The owner should have the option of changing this code if the situation warrants.

Unfortunately, this solution does not allow for emergency reverse 911 calls, as well as automated calls from an airline informing you of a change in your flight.
