Spam Reporting Mechanism
Allow consumer phone owners to report spam phone calls in the same way that gmail allows gmail user to report spam emails. Allow legitimate automated phone callers to register themselves so that they are not spam blocked. Allow phone companies to opt in or opt out of the plan.

problem is that most robocall companies use blank/fake/blocked phone numbers. so "the number" may have nothing to do with "the robocall company". Your cell phone could actually be used by a robocall company without your knowledge or involvement in any way.
