Baton - the audio captcha human challenge handoff
Much like existing visual captcha's that want to verify you're human, you could have an intermediary service (think Google Voice) that would allow for a call to held, verified with an audio based challenge captcha (two+three equals 5) then pass the call on, if answered correctly. This could be a mix of questions or math problems to stymie voice recognition software.
It would thwart auto-dialers and put legitimate callers through as human - because after all, if we're going to be interrupted at dinner, I want to talk to a real person! (political, etc)
A lot of this could be integrated with Google Voice and the Obihai VoIP solutions already being used and sold. As Google Voice itself acts as a proxy with a phone # and allows for blocking.

What about political parties and charities which can legally use caller IDs? Rules say they cannot be blocked

I think Caller ID Screener is the best

I think to offset being blocked, legitimate callers should be on a list that could be maintained and updated as white-listed on "Baton" which can control who's allowed through, etc.

To Jeff5924H that decided to delete his comment. Why would emergency services be calling YOU, you call them.

To Cory H., Emergency Services might use reverse 911 to call people in the area of a disaster. This might be something like "Be aware that convict has escaped and in your neighborhood." Or "Evacuate the area because there is a industrial fire and explosion risk in your area." Just a couple examples I made up but I do know that they use reverse 911 to call people in a neighborhood to warn them of hazards.
