The Best Defense Against Robocalls Is Consumer Education
The best defense against robocalls is consumer education.
If almost every consumer were convinced that immediately hanging up on a robocaller was the most effective action, then within a year, the calls would stop.
There would be boiler rooms full of telemarketing criminals just waiting for somebody to press "1" to speak to an agent.
What if nobody ever did?
As my grandmother used to say: "Smarty had a party, and nobody came"
I realize that this solution is not realistic, because there are always going to be suckers out there who believe that Rachel from Cardholder Services is their friend.
But, still, in general, the best defense against robocalls is massive consumer education.

You missed a step you did not include the telephone companies in your solution.
